A mile or three S.W of Middleton-in-Teesdale there's a grand spot at the N.W end of the dam..a picnic area with ample parking, tables and fine views over the water to the surrounding hills

Do you mean here http://goo.gl/maps/MQZzK ?

This is at the north-east corner ...

If so, the entrance gate looks rather narrow. I'm surprised that there are no parking restrictions.

I fish most of the Teesdale reservoirs and i believe if a NWL fisheries official happens across you they will move you on if intending to stop overnight.
I have stopped at Cowgreen on a couple of occasions but arrived late and left early before any officials arrived to check the permits of anyone fishing.

I've been to this spot in my car and the entrance would be wide enough to get in with my motorhome, but when a bit of a breeze/wind picks up, you're very exposed. I struggled to open the car doors :/
and it probably does have restrictions for overnighting, but I can't recall, otherwise, it's great spot
