The car park next to the aire at Manta Rota has these now and we were told that the police visit everyday. Wondered why there weren't any other vans there!

Just a question ken has Spanish national law changed then ? I ask because if they were only parked and not camping then they should not be fined.

General Directorate of Traffic in Spain and they tell us the following:
"Regarding the question posed by this man, two very different cases can be distinguished:
    Differences between camping or parking:
Learning this difference is the most important. If you are parked, the national traffic regulations will apply. So, while you are properly parked, you can not be fined for sleeping or cooking inside your motorhome. On the other hand, if you are encamped, the regulations of each autonomous community will apply, which generally implies that you can be fined if you are not in an area authorized for it (camping areas or campsites). How do you decide if you are camped or stationed? Let's go to that:
    Parking (allowed with considerations):
    Can:
Eat or sleep inside your vehicle, as it is a private space.
Put shims * to prop up the vehicle if the terrain is inclined (as it is a recommended safety feature). It is possible, alternatively, to support a steering wheel on the curb. In vehicles with more than 3,500 kg of m.m. If the inclination is sensitive, footwear is mandatory. You can not use stones or other elements.
Raise the roof or open skylights, as long as they do not exceed the perimeter of your vehicle.
You can not (is considered or can be considered camping):
Remove chairs or tables outside the vehicle.
Extend awnings, advances, swing windows or elements that protrude from the perimeter of your vehicle.
    Put stabilizing legs *.
Carry out spills of fluids (clean, gray or black water) except those of the engine by the exhaust pipe.
Emitting annoying noises, such as starting up an electricity generator during hours of rest or during the day for excessively long periods.
Camping (not allowed in areas not enabled):
If you do one or more of these things forbidden for parking, the vehicle will be camped, therefore the autonomous regulations on camping will apply.
However, if you are properly parked, no one can tell you to go to a campsite, that you can not spend the night there, that camping is prohibited, etc. Make sure you are well parked, and you will not have a problem.

I have always been under the impression that local law can not override national law, ( as in the uk or you could have say Yorkshire bringing back the death penalty lol ) . I do understand that in many places now M/H are a nuisance to residents and they need some sort of limit to the amount that congregate in vast numbers in one place and many places have put up notices saying no over night parking to try and elevate the problem but are they legal and if you challenged it I don't think it would go to court. We never stope over where there are lots of vans but on one occasion we were asked to move on, I showed the officer the letter that I carry in English and Spanish he just shrugged his shoulders and left.
