We want to travel to ‘high rabies’ countries, so need the blood test anyway. My vet said if we are to get health checks done abroad, we may need the cert with results .... if no deal. Agree a LOT of ifs. We are just being belt and braces due to our travel plans.

As things stand at present there is no Pet Passport check conducted when travelling from the UK to France or Spain, and presumably other EU destinations. (Though bizarrely my dogs' passports were checked at Newhaven when travelling to Dieppe.)
However your dogs will require proof of rabies vaccination and tapeworm treatment when returning to the UK.
So you could leave the UK without a Pet Passport and no rabies vaccination.
However I would not wish to take my dogs out of the UK without ensuring they are vaccinated in case of any exposure in Europe.

Nobody has mentioned Brittany Ferries. My experience is that they always check dog and cat passports on the way out of UK and the return.
